Abstract
The Africa Enlisted Development Strategy (AEDS) exists to promote the development of non-commissioned officers from African nations. During Academic Years 2020 and 2021, senior capstone design teams from the United States Military Academy partnered with AFRICOM to develop a methodology to assess the return on investment of AEDS-related training events. Among the principal contributions of these earlier capstones was the creation of three metrics: the Enlisted Development Maturity Level scale, the AEDS Investment Tracker, and the Enlisted Development Review. To foster the adoption and use of these measures, quality data must be captured. This paper discusses the development of potential alternatives designed to achieve this end. Upon completion of this year’s work, a final recommendation will be provided to AFRICOM for potential implementation in Botswana.
